Will it occur?
It is very difficult to answer because the reluctance is now reversed. South countries seek a fed mechanism of solvency and north countries seek to avoid an economic downturn if they make big transfers to the first ones.
The main sign of a federal jump would be a true European market of healthcare, pensions, work force and the down sizing of state capitalism...
