Effectiveness is clinical result compared to marketed price of the device or the service

"To ignore health care costs implies society would pay any amount of money for services that improve the health of patients even if those services result in patients achieving only marginal improvement in health outcomes. Cost-effectiveness analysis provides a systematic and quantitative basis to distinguish high- from low-value health care for services that improve the health of patients and it could be a useful tool in the current efforts to identify and reduce low-value health care in the United States."
