This paper in French has a very smart title.

Indeed the French state is actually killing the healthcare system by bureaucracy overspending and welfare.

The proposal of the author is to maintain the state at the top of the system despite this obvious fact.

This paradoxical view is the sign of irrationalism.

In order to have a better healthcare system French people should open it to private systems of insurance in order to make concurrence possible and to give to the pubic entities all the autonomy they need to manage their resources and accomplish their mission.

Alain Juppé in 1996 and Marisol Touraine in 2015 both increased the role of the French state in the healthcare system.

 The main consequence of this state monopoly on healthcare insurance is the deterioration of quality of care.
