Obama administration and the Human brain mapping project

Every time a new great project is launched I remember the assertion of my friend pathologist in Canada:
"If we spend the same amount of money in the US instead of Canada we will be able to do 30 to 50% more research."
And he added with a smile:
" and if we spend it in UK we could double the project..."
